10.2.4.0 is a bugfix vehicle, distinguished from the previous 10.4.1.3
release as follows:
1) It includes a number of bugfixes (including documentation
improvements) summarized in the release notes.
2) It includes translations for error messages introduced in 10.4.1.3
The regression tests ran cleanly for me against the candidate's jar
files.
Thanks to everyone who prepped this release, especially for the help
in porting bugfixes and documentation improvements.
