Attaching DERBY-2389-ref.diff, DERBY-2389-ref.stat, and DERBY-2389-ref.zip, 
containing the Reference Manual changes for this issue. This patch adds the 
"Derby properties" section and subsections to the Reference Manual and fixes 
cross-references in other files to point here. I also added a small section on 
dynamic and static properties with some of the information from Tuning Derby 
that is likely to be most useful to readers of this manual.

This zip file contains only the changed and added files. I'll attach another 
that shows the new structure.
