Attaching derby-3966-03-aa-notice.diff. This updates the NOTICE file to say 
that the JDBC3 stubs came from Harmony along with the JSR169 stubs. Committed 
at subversion revision 725325.

The JDBC4 stubs did not come from Harmony so they are not covered by the 
Harmony NOTICE. I created them from scratch. I don't think I need to put 
anything in the NOTICE file. I am basing this opinion on the fact that Harmony 
itself does not say anything special about its from-scratch implementation of 
any of the Java APIs, including JDBC3.
