testMetaDataQueryRunInSYScompilationSchema() fails on small device platforms

I am able to run the upgrade tests on a small device platform, phoneME. I only
see 4 errors, all of them in testMetaDataQueryRunInSYScompilationSchema(). The
first error says that the underlying problem is the lack of the Norwegian
locale on this platform.
