The problem does not seem to be limited to the decimal data type:

ij> create table t(x varchar(10) not null);
0 rows inserted/updated/deleted
ij> insert into t values 'a','b','c';
3 rows inserted/updated/deleted
ij> select x from t where x < ALL (select 'b' from t);
X         
----------

0 rows selected

(Should have returned one row. Works as expected if the NOT NULL constraint is 
removed.)
