Attaching the first rev of a functional spec for sequence generators. This spec 
describes changes needed to create, invoke, and drop sequence generators. This 
spec does not address the incremental work needed to:

1) alter an existing sequence generator

2) wire sequence generators into the Statement.getGeneratedKeys() logic
