revive /rewrite old lang/selectivity.sql test for Derby/JUnit

There is an old, disabled test, lang/selectivity.sql that has a lot of old
Cloudscape syntax, including update statistics. I think now that we have the
update statistics stored procedure and the RuntimeStatisticsParser in the JUnit
tests I think maybe we could convert this test to JUnit and reenable it.
I'll take a look at it as part of my buddy testing for DERBY-269
