...the "org.apache" namespace has two repositories that get replicated into the 
global Maven repository:

"org.apache","[email protected]:/export/home/central/rsync-sources/releases","rsync_ssh",Brian
 Fox,"[email protected]",,

Perhaps publishing to 
http://people.apache.org/repo/m1-ibiblio-rsync-repository/ goes to the older 
"m1" repository?
