I saw this in suites.All run against a build from the 10.5 branch:
StatementPoolingTest suitejunit.framework.AssertionFailedError: Timed out
waiting for network server to start
at

at junit.extensions.TestDecorator.basicRun(TestDecorator.java:22)
at junit.extensions.TestSetup$1.protect(TestSetup.java:19)
at junit.extensions.TestSetup.run(TestSetup.java:23)
This was with ibm15, on SUSE 10 SP2 on VMWare. There was no fail directory.
This may be similar to DERBY-4201
