Triaged for 10.5.2. It's not clear to me that this is a bug, since the
documentation for derby.system.bootAll doesn't state explicitly that databases
in subdirectories should be booted ("all databases in the directory specified
by the derby.system.home property" is the wording -

Reclassifying to improvement.
