Attaching derby-4593-03-aa-firstReleaseNotesForReview.diff, the initial version
of the 10.6 release notes for community review. This submission also tweaks the
release notes generator to handle another change recently made to the Apache
bug tracker: the individual release notes must be siphoned out of JIRA using
https rather than http. Committed at subversion revision 935602.
