Investigation showed that the errors Lily are getting on Windows in
store.OSReadOnlyTest are caused by a partly read-only database directory. The
fact that it isn't fully read-only makes Derby believe the database is
read-write.
I'll fix the test issue, see DERBY-4804 for details.
I expect to post a new version of the prototype soon. It will use an lcc to
update the data dictionary directly.
