heads up: another change to the build

My last submission (1003607) attempted to move release artifacts out of 
subversion-controlled space. See DERBY-3986. Hopefully, this won't 
affect most people. When you do a Derby build, you will see a new 
subdirectory called "release" which sits parallel to classes, generated, 
jars, and javadoc. This change may affect the automated tests of the 
release machinery which Knut has been monitoring. Please let me know if 
this disrupts your build.
