It
looks like it did not propagated to the Maven repositories yet. I will keep
verifying and keep going from there for Derby 10.6.2.1 release.
I will help out figuring out how to setup a pure Windows environment to do
this and having your help is a privilege.

I have now generated the Maven artifacts for Derby 10.6.2.1.
If anyone wants to figure out how to do this in a pure Windows environment
(i.e. non-Cygwin) I can probably help out with a few tips to aid the
debugging.
