ui doc plugin for 10.7.1.0

Following Myrna's advice, I have re-cycled the eclipse ui/doc plugin 
from a previous release (10.6.1.0). That should complete the list of 
10.7.1.0 build artifacts: http://people.apache.org/~rhillegas/10.7.1.0/
