Attaching patch 1a, which adds the initial tests for the istat feature.
They will be enabled as part of a suite under DERBY-4939, after the feature
being tested has been added to the code base.
I made TestConfiguration.getPhysicalDatabaseName public because I needed to
delete the database directories for non-default databases. The rest of the
patch consists of new tests.
