 At the Derby project starting Feb 16, 2011,  the community started noticing 
some issues were not showing subversion commits tab in JIRA.  Some were fixed 
by Uli on the #asfinfra channel, like DERBY-4913 which was due to a regular 
expression issue with the plugin setup.  In general Uli thinks that the 
problems are related to tuning the settings on the plugin.
 Some issues like

 are still problematic.
 I am not entirely sure but I think maybe that some issues that worked even 
after the upgrade are not working now, but I don't have any concrete examples 
so that may not be the case.
