first draft of 10.8.1 release notes

Please take a look at the first draft of the 10.8.1 release notes and 
let me know how I can improve them:

I am aware that I need to make the following improvements:
o I need to adjust the wording of the detailed Issue notes so that they 
sound similar to one another.

o A detailed Issue note still needs to be written for DERBY-4963.
