We want users to be able to run Derby with the istat daemon enabled and with
the istat daemon disabled. We have tests for the first scenario but not the
second. We should write some tests to verify that Derby behaves as expected
when index stats are not being calculated automatically. This issue arose as
part of the discussion on DERBY-5131.
