Probably you are setting the path of the jars incorrectly.
The jars are located at trunk/jars/sane/ directory.
You need to add derby.jar and derbytools.jar to your classpath.

I didn't find any reference which says that the jars are available at
jars/sane. Are the manuals outdated or am I referring the wrong manual ?
The user manuals assume that you downloaded a Derby release from
http://db.apache.org/derby/derby_downloads.html. The person who said the
jars were in trunk/jars/sane/ assumed you were building Derby yourself,
as you would normally do if you were a contributor to Derby.
