Merged to 10.8 doc branch at revision 1129837.
This is patch 3 of 3, which modifies 8 topics in the Reference Manual, 2 in
Getting Started, and 1 in the Tuning Guide so that they refer readers to the
Admin Guide rather than the Tools Guide.
