Not sure about 10.0.x and 10.1.x, but DERBY-4895 could be why the classes are
not unloaded in 10.5.x and 10.6.x. It matches the affected version numbers, and
some of the classes that can't be unloaded seem to have a ThreadLocal as their
gc root.
