Derby mailing lists should be mentioned in documentation

It might be a good idea to add some information about the derby-user and 
derby-dev mailing lists to the documentation, probably near the beginning of 
each manual. Not everyone reads the documentation on the Apache web site, where 
information about the mailing lists is easy to find; some read it from a 
downloaded distribution. 

Currently there is one mention of the derby-user list partway through the 
Getting Started guide, and another in the Tools guide.
