I think it's OK to use the default algorithm regardless of which algorithm is 
used by the majority of the users, as that will catch the common case. And 
since password expire fairly quickly by default, we won't have diverging 
algorithms for a very long time. If we were to address that problem too, I 
think we could do it by always sleeping for a random amount of time on 
authentication failures.
