I added a topic for the new procedure, and updated the existing topic on
SYSCS_UTIL.SYSCS_UPDATE_STATISTICS, including adding index entries. I also
added relcells in the map file to provide links to related procedures, and
added info on dropping statistics to a Tuning Derby topic.
Any and all comments are welcome.
