The workaround for this issue is to not specify RETURN_GENERATED_KEYS for 
inserts that don't generate any keys.

Note however that the Java API documentation specifically states that
"If this Statement object did not generate any keys, an empty ResultSet object 
is returned.", so Derby is misbehaving.
