Thanks for the review and input, Kathey.
But 'actual' and 'expected' are not Arrays, but ArrayLists. To my delight, 
ArrayList has a toString() method that seems sufficient to print out further 
info.
(ArrayList.toString():
Returns a string representation of this collection. The string representation 
consists of a list of the collection's elements in the order they are returned 
by its iterator, enclosed in square brackets ("[]"). Adjacent elements are 
separated by the characters ", " (comma and space). Elements are converted to 
strings as by String.valueOf(Object). )

I modified the placings of \n and \t a little since I created my patch.
To see what we'd get if the test failed, for debugging, I moved the creation of 
the 'message' String out of the if block, added a println, and ran 
UpdateLocksTest. I got output like this:
         expected rows: 
                [[APP, UserTran, TABLE, 1, IX, A, Tablelock, GRANT, ACTIVE]], 
         actual result: 
                [[APP, UserTran, TABLE, 1, IX, A, Tablelock, GRANT, ACTIVE]]
