There's no explicit conversion as such.
Access using File works fine, the problem is the URLs in the security policy. 
These URLs are obtained by asking the VM where certain classes are loaded from 
(see SecurityManagerSetup).
Assuming a CodeSource is defined for class X, you typically do 
"X.class.getProtectionDomain().getCodeSource().getLocation()". In some cases 
getCodeSource() returns null (see the docs).

Also note that in this case a new VM is forked for the client. The policy file 
is not updated in any other way than what happens normally, the only difference 
is the classpath (for instance "c:\derby\lib\derbyclient.jar" vs 
"\\myhost\share\derby\lib\derbyclient.jar").
