Since the files only contain characters in the 7-bit ASCII range, UTF-8 and
ASCII are indistinguishable. To see if it's actually UTF-8 and not ASCII that
is being used, you could add a non-ASCII character to the message temporarily
and see if it is detected as UTF-8 then.
