I agree that all of the links should behave the same way. That is, either 

i) they should all pop up another tab/window by default, or 

ii) they should all just bring up the linked content in the same tab.

Before fixing this JIRA, I would like to make sure that we all agree on which 
behavior is best. It may turn out to be a religious question. My preference is 
for option (ii) because that is how all other links on the Derby website behave.
