Thanks, John. It looks like you can only add JIRA users, not just any
email address... It also looks like only JIRA users with the right
permissions (e.g. administrative privileges) can manage the overall
watchers list.

How can any random email address be notified when the status of a JIRA
item changes? We have folks who would like a mailing list to be
notified when certain items in Derby they care about get fixed. Is this
