This question was answered in Jira issue DERBY-2914 and was sent to derby-dev. The answer was:
"NULL is never returned from SYSCS_UTIL.SYSCS_GET_USER_ACCESS function."(Other users may be interested in knowing that this function was new in the 10.3.1.4 release, but documentation is currently being worked on - thanks Laura!).
