I did know that the document icons are visible in the menu - but I didn't think about them as part of the toolbar icon set. :-( For these icons an adaption to the Tango style might be reasonable - but in my eyes the Tango palette is the lesser part of the general appearance. Much more important is the surface structure, light and shading (position as well as sharpness). And this might be hard to create in the small size you need (16x16, 22x22, 32x32 I assume), especially as we need to keep the general appearance very close to the MimeType icons on the users's desktop and propably in the Start center. I don't know if the toolbar icons are stored in the "right" sizes or recreated on the fly. In any case we should add the lacking size. AS mentioned above, changing just the colors, leaving light source, shadows, and surface structure as it is, I don't think this will lead to a much more consistent look (just my personal opinion, no proof of being right at all).
