I just checked again and my description is correct: the "Help tips"
check box lets you completely turn off tooltips. (The "Extended"
option activates the long tooltips.)
And yes, I had the same idea about what the problem with non-appearing
extended tips could be already – which you just implicitly verified.

Before we can do that we'd have to clarify what actually is an
official proposal from our side, I suppose. For now, when I feel more
confident in the content on the new Whiteboard page, I'll create a

Ah, I had seen that page before ... now I know where my inspiration
came from (besides André's mail about the grid lines). I'll link to
it, at least.

Authors are you, Mirek2 (who is in the LibO community) and one Jason
Baron (whom I don't know). Relicensing Jason Baron's work could be a
mess*. But the migration idea sounds sensible as we don't know for how
long the Ooo wiki is going to last. Some Ooo websites, such as EIS and
Gullfoss, are down already. Let's hope the bugzilla and the wiki
remain (both seem very valuable to me).

Yes, additionally there should be an entry point to the configuration
files from the application (what I call the advanced options panel in
the wiki).
