I've never worked on an icon set before and I'm not certain what all this process entails: please feel free to take the helm. First of all, we need guidelines for creating Inkscape icons. Could you have a look at this wiki page<https://wiki.documentfoundation.org/Design/Whiteboards/Flat_icon_set> and add to the guidelines? If we'd like, we could use some Android icons<http://developer.android.com/design/static/download/action_bar_icons-v4.0.zip> to start with, as they're licensed under the Apache License.
