you can actually already download the LibreOffice palette, incidentally, it's on
a page belonging to the marketing team:

As for doing mockups, some people like using "Pencil" [1], a Firefox addon which
includes UI elements for a number of OS's and most importantly squiggly-line UI
elements. The latter are usually better when trying to see if a design works at
all (it can be easy to gloss over potential UI problems with full-blown mock-
ups).
At the same time, I have been burned by Pencil before – I now can't open any of
the files I made about a year ago properly. So, if you wanted to invest the time
to prepare some standard squiggly lines (and additionally, maybe even some OS-
specific & detailed) UI elements, I think there'd be a market for that. :)
