Given that these keys have been in use for more than a decade, I think it's
safer to stick to the old combinations. If you change it, the people who
always used it (2?) will complain.
If there was an obvious advantage in changing I would vote for a change.

I'm sorry, my confusion. Tools is still there. But what about the option to
View the Toolbar? Unless the idea is to get rid of the toolbar...
If not, then maybe add an option under Tools > Customize > Toolbars tab >
Check box for "Display toolbar in Start Center"?

Just throwing ideas on the table ;)
