I think the issue is more a matter of ease of use and collaboration and it is quite well known that Google Docs is great in that regard. There's the design Hangouts minutes that document all the work done, and maybe at the end of each release cycle the documents produced during that release cycle could be rounded up?
I just don't think that bureaucratizing everything or trying to condition on how people are doing their work is productive...
