I think you should submit bug reports for ruler design and the color
toolbar (i've seem similar bars in inkscape and corel draw).
About that, I do not know the criteria for such reports. Every time I
make a report of improvement with concepts or mockups, a developer
suggests me report ideas directly to the design team through IRC or the
mailing list.
