We talked about that last Fri on #libreoffice-design -- it was (~last fall) 
targeted effort of Adolfo Jayme to make dialogs comply to HIGs,

The rule, in this particular case, seemed to be "if there are no input fields, 
make the dialog non-resizable".  And, IIRC, PDF export dialog got a new tab 
with input field(s) - the signing tab - only after it's been made non-
resizable.

So if someone wants to have an easy hack done and fix this bug, this is a 
perfect opportunity, don't let it pass :)
