We talked about that last Fri on #libreoffice-design -- it was (~last fall) targeted effort of Adolfo Jayme to make dialogs comply to HIGs, Sample commits: http://cgit.freedesktop.org/libreoffice/core/commit/?id=f7393810a7b716be3a2c99c86dc9d78bd834dbfa http://cgit.freedesktop.org/libreoffice/core/commit/?id=dca47c4774a8373a7389268e3123bf8ebcf109c3 The rule, in this particular case, seemed to be "if there are no input fields, make the dialog non-resizable". And, IIRC, PDF export dialog got a new tab with input field(s) - the signing tab - only after it's been made non- resizable.
