We dont have multilevel hierarchy for template categories/folders and
the GSoC student and his mentor mentioned there was a problem in the
design and that this couldnt be solved.
Here is the patch which was worked on to attempt to achieve it.

- And buttons to manage categories are near the list, not at the end of
the template manager.
The focus of the template manager is browsing, filtering and selection,
as management of categories/folders wouldnt be a regular occurrence
every time the dialog is opened.
Perhaps this template mockup could be used to improve the current one ?
The only thing i can see in the mockup that would likely be useful is
the ability of filtering templates by their template paths.
