Welcome Trey!
The Notebookbars are XML files [0], editable per Glade or text editor. If you
take a look at the latest changes you figure out quickly what to do.
But please keep in mind that modifications to the UI are always annoying to
users and we must not do more than necessary. Every patch should have a
transparent reasoning on a non-technical platform, ie. Bugzilla. We organize
topics in META tickets, and [1] is about the Tabbed UI with [2] specifically
about the latest changes in Calc being discussed in the design meeting (this
week on Thursday [3]). You are very welcome to participate.
You may also join the design chat, we have the major platforms [4] bridged
together.
Cheers,
Heiko

I'd like to know where I can get involved for improving the ribbon user
interface, specifically finding better places to put the actions from the
overflow menu on the right into the actual ribbon. I have a good
understanding of code in general which would be useful if the layout is
encoded in XML, but I'm pretty new to C++
