Personally, I think there is. Most of the time, when I take notes, I
want them to be real annotations, and to stand out on the page from the
original content (off in the margin, or highlighted, etc.) I just don't
think of those as either "editing" or "versioning" (and this is without
even getting into how those would be implemented), although it is
possible that after so many years of using computers my brain has been
warped to fit the limitations of current software. :-)
