Is there a way to auto-detect events stored in UTC?

My Home calendar in iCal is primarily populated with .ics files that other people send me. It seems they're all sent in UTC. (Is this an Outlook thing? Most of the .ics files I get are from people using Outlook).

I exported my Home calendar from iCal and re-imported it into Chandler.

All the events showed up in Africa/Abidjan time on my PST calendar.

I'm not sure how users will

a. Figure out that they have a timezone problem
b. Understand that the way to fix this timezone problem is to use the "Change timezone" pulldown on the import dialog.

I'm wondering if we can warn people before import (ie. You're stuff is stored in a weird timezone. What timezone should it be in?)
