There are certainly open source web mail clients out there, to which
some enterprising community member could add support, for example:
http://www.horde.org
http://www.roundcube.net
http://www.squirrelmail.org
For the commercial webmail systems, it might require a browser
extension, or some integration work with the folks who run those
services. I would think that webmail systems would have to send data
directly to Cosmo (as opposed to Chandler on the Desktop), to support
users who are just using webmail/scooby.
