Yes, I've noticed that too. I think we want to maintain keyboard focus in the sidebar if:
1. The user has shifted focus to the sidebar; and
2. The user is trying to use the keyboard to navigate (e.g. arrow keys); or
3. The user is trying to multi-select in the sidebar
