I think that we said it's ok for Preview for EVERYONE to get the update. Our target scenarios assume very small groups and most likely all people will want to get the update anyhow.

When Updates happen. ONLY the people who are enumerated in the recipient Addressing fields on the item (aka To: CC: and BCC:, although I know that's not possible) should have the following behavior happen:

Item appears at the top of their NOW section in the Dashboard.

All other people sharing the item through a shared collection should not have this happen to them. Instead, the Update is treated the same as any old Edit.

The idea is that only the people who are called out in the Addressing fields need to know about the Update. Everyone else is just a passive observer and doesn't need to have the Update 'PUSHED' into their Focus.

This is not a requirement for Preview, but I just wanted to throw it out there so that we were all on the same page.
