I am in agreement with your proposal, but only if the user is logged in. When the user is logged into Cosmo and have time-zone support turned on, then the calendar is displayed in the Cosmo user's time-zone. I think it would great if the UI could allow the Cosmo user to switch back and forth easily between the time-zone sent from the Chandler user (the shar-ER) and the time-zone of the Cosmo user (the share-EE). 

As I mentioned from my reply to Mimi, if the user is not logged into Cosmo, then the 'anonymous' cosmo user would see the collection in the time-zone set by the Chandler user (shar-ER)
