This appears to be the current behavior that any item of any type can
be created in the "In" collection.
Reply/Reply all/Forward is a different case because users probably
aren't thinking very hard when they 'reply or foward' messages in
the IN collection, it's a reflex action as opposed to an unprompted
action like Create New.
Ok so what is the desired behavior when clicking reply / reply all
forward:
1. the "In" collection
2. Any other collection besides the "In" collection and "Trash"
including Dashboard
As for Trash collection, can we pop up this dialog?
New items cannot be created in the Trash collection.

I am ready to implement this feature.
Can we resolve what the desired behavior is when someone tries to
create an
item in the In or Trash collections.
In the comments for this bug it talks about reply / reply all forward
specifically.
However, no item creation should be allowed in the In or Trash so
we need to
address
what the behavior is when a user does try to create an item in one
of these
collections
first. Then we can address any additional behavior that is need
for the reply /
reply all forward
case.
