We've described these target users before for the release of Cosmo
0.6. I've updated the descriptions on the wiki and in the 0.7
specification (same target users–just detailed out a bit more):

In addition, I've taken a stab at writing up some the target user
descriptions for post Preview. The purpose of this list is to
identify all the different type of users, but were not able to meet
all their needs for Preview.

Please note nothing is really finalized on the post preview target
user wiki page. None of the target users on this page are prioritized
for releases post preview. We're still working through in defining
them and the target users descriptions could change once Preview is
released.
Hopefully some of the features slated for the 0.7 (Preview) release
would overlap some of the needs for these target users post preview.
While working on the 0.7 spec, I had wanted to clarify some of the
target user descriptions (post preview) in my head, hence the second
document. I hope these descriptions are not too confusing or
distracting.
